Cyber Media has specific characteristics that require clear guidelines to ensure professional management. These guidelines aim to help Cyber Media fulfill its functions, rights, and responsibilities in accordance with Law Number 40 of 1999 on the Press and the Journalistic Code of Ethics.

To this end, the Press Council, together with press organizations, cyber media managers, and the public, has formulated the following

Guidelines for Cyber Media Reporting:

1. Ruang Lingkup

a. Cyber Media refers to all forms of media operating via the internet that conduct journalistic activities and fulfill the requirements of the Press Law and the Standards for Press Companies as determined by the Press Council. b. User Generated Content (UGC) refers to any content created and/or published by users of cyber media, including articles, images, comments, audio, video, and other forms of uploads within cyber media platforms such as blogs, forums, reader comments, and similar features.

2. News Verification and Balance

a. In principle, every news article must undergo verification. b. News that could potentially harm another party must be verified within the same article to ensure accuracy and balance. c. Therequirement in point (a) may be exempted under the following conditions:

1) The news contains urgent public interest; 2) The primary source is clearly identified, credible, and competent; 3) The subject of the news is unreachable or unavailable for interview; 4) The media provides a disclaimer stating that the article is pending verification. This note must appear at the end of the article, in italics and parentheses.

d. After publishing under the exemption clause, the media is obliged to continue verification efforts and update the article with verified information, including a link to the unverified version.

3. User Generated Content

a. Cyber media must clearly display terms and conditions for UGC that do not violate Law No. 40 of 1999 on the Press and the Journalistic Code of Ethics. b. Users must register and log in to publish any form of UGC. Login regulations will be defined further. c. During registration, users must provide written consent that their content:

1) Does not contain falsehoods, defamation, brutality, or obscenity; 2) Does not promote hate speech or discrimination based on ethnicity, religion, race, or inter-group relations (SARA), nor incite violence; 3) Does not discriminate based on gender or language, or degrade individuals with physical, mental, or economic disadvantages.

d. Cyber media has absolute authority to edit or delete User Generated Content that violates point (c). e. Cyber media is required to provide a complaint mechanism for User Generated Content that is deemed to violate the provisions in point (c). This mechanism must be provided in a place that is easily accessible to users. f. Cyber media is required to edit, delete, and take corrective action for any User Generated Content that is reported and violates the provisions in point (c), as soon as possible in a proportional manner no later than 2 x 24 hours after the complaint is received. g. Cyber media that has fulfilled the provisions in points (a), (b), (c), and (f) is not burdened with responsibility for problems arising from the publication of content that violates the provisions in point (c). h. Cyber media is responsible for reported User Generated Content if it does not take corrective action within the time limit as stated in point (f).

4. Corrections, Clarifications, and Right of Reply

a. Corrections and right of reply follow the Press Law, the Journalistic Code of Ethics, and the Right of Reply Guidelines by the Press Council. b. Corrections and responses must be linked to the original article. c. All corrections or replies must include the time and date of publication. d. If a news article is republished by another cyber media outlet:

1) The original publisher is only responsible for content published on its own or technically affiliated platforms. 2) Media that republish the news must also apply any corrections made by the original publisher. 3) Media that fail to apply such corrections bear full legal responsibility.

e. Under the Press Law, failure to honor the right of reply may result in a maximum fine of IDR 500 million.

5. Pencabutan Berita

a. Published articles may not be retracted due to external editorial pressure, except in cases involving SARA, decency, child protection, victim trauma, or other reasons approved by the Press Council. b. Other media outlets must also retract the cited article. c. Retraction must include a public explanation stating the reason.

6. Advertising

a. Cyber media must clearly distinguish between editorial content and advertising. b. All paid or sponsored content must be clearly labeled as “advertorial,” “advertisement,” “ads,” “sponsored,” or other appropriate indicators.

7. Copyright

Cyber media must respect copyright in accordance with applicable laws and regulations.

8. Displaying the Guidelines

Cyber media must clearly publish these Guidelines on their platform.

9. Disputes

Final interpretation and resolution of disputes concerning the implementation of these Guidelines lies with the Press Council.
